The Village of Burnham is partnering with the Chicago Metropolitan Agency for Planning (CMAP) and its consultants to develop a capital improvement plan (CIP). This plan will guide and prioritize major and minor infrastructure investments in Burnham over the next five to ten years. As part of this effort, the team will host training workshops to equip village staff and officials with the tools and knowledge needed to bring projects included in the CIP to life.
Typically, capital improvement plans serve as essential roadmaps for maintaining and upgrading critical infrastructure. This document enables village staff to prioritize resources effectively, secure funding opportunities, and coordinate multi-year projects.
The Burnham CIP will provide a detailed five-year plan along with a ten-year summary, covering investments such as transportation, water, and other infrastructure. The plan will also help the village improve its ability to develop, fund, and maintain infrastructure while includingregional ON TO 2050 (Link to the Plan)principles of resiliency, inclusive growth, and prioritized investment.
Engagingthe community of Burnham is central to the process. Residents and stakeholders will help shape the plan through surveys, public events, and a participatory budgeting process designed to identify and prioritize projects. Phase 1: Getting to Know the Community
Village of Burnham Capital Improvement Plan is currently at this stage
January - August 2025: This phase includes project kickoff meetings, creation of a Steering Committee, and the development of a Communications and Outreach Strategy. Residents will be introduced to the planning process through a public kickoff, survey, and key person interviews.
Phase 2: Training & Prioritization
this is an upcoming stage for Village of Burnham Capital Improvement Plan
August 2025 - January 2026: Municipal staff and officials will participate in training workshops to build capacity in asset management and project evaluation. The Steering Committee and community will guide priorities through a second public survey focused on participatory budgeting and capital project preferences.
Phase 3: Plan Development & Approval
this is an upcoming stage for Village of Burnham Capital Improvement Plan
January - July 2026: A draft Capital Improvement Plan will be prepared, shared at public meetings, and refined with feedback from the Steering Committee, community members, and elected officials. The final CIP will include both a detailed five-year plan and a summary 10-year plan, highlighting projects, costs, and potential funding sources.
Phase 4: Implementation
this is an upcoming stage for Village of Burnham Capital Improvement Plan
Summer 2026 and beyond: Following adoption, the Village and CMAP will identify next steps to implement the plan, including pursuing funding opportunities and updating the CIP over time. Training will also help municipal staff maintain and adapt the plan to meet future needs.
