What is a neighborhood plan?

    In general, a neighborhood plan provides policy direction in the areas of land use, economic development, housing, mobility, sustainability, and building capacity and partnerships. Neighborhood plans recommend policies to help residents and stakeholders address identified challenges and opportunities.

    The Hegewisch Neighborhood Plan will address mobility and land use issues, and incorporate the regional ON TO 2050 principles of resiliency, inclusive growth, and prioritized investment. More specifically, the plan will include a corridor plan for Baltimore Avenue, streetscape and placemaking strategies, connection enhancements to transit, and public engagement. 

    What geographic area does the plan cover?

    The planning area for the Hegewisch Neighborhood plan was defined by the Hegewisch Chicago Community Area (CCA). A map of the study area can be found in the main page under project description. 

    Who is developing the Hegewisch neighborhood plan?

    The neighborhood plan is being developed by the Hegewisch Business Association (HBA) in partnership with the Chicago Metropolitan Agency for Planning (CMAP) and Alderwoman Garza. The plan's development will also be guided by the project's Steering Committee, which will be formed in Summer 2021 and made up of residents and local stakeholders.  

    Who is CMAP?

    The Chicago Metropolitan Agency for Planning (CMAP) is the regional planning agency for northeastern Illinois. CMAP serves seven counties, 284 municipalities, and over 1,200 units of government—the third largest metropolitan region in the United States. The agency was established in 2005 with the mission to plan comprehensively for economic prosperity and quality of life.

    Most recently, CMAP and its partners developed and are now implementing ON TO 2050(External link), a new long-range plan to help the region implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues.     Your comments will be used to inform the development of the Hegewisch Neighborhood Plan by the community and the project team. Your comments are voluntary and will be publicly visible.

    How will the community be engaged by the project team to help develop the plan?

    One of the primary goals of the Hegewisch Neighborhood Plan is to fully and effectively engage the community. Stakeholder and public involvement will be an important aspect of the plan’s development.

    A Steering Committee comprised of individuals representing a wide variety of interests and perspective will be established in Fall 2021 to assist with the development of the plan. In addition, outreach to additional stakeholders and the community-at-large will be conducted throughout the planning process of the plan through a variety of engagement efforts.
