What is a corridor plan?

A corridor plan focuses on the development and management of a specific road within a region, often one that plays an important role in the transportation network and/or one that serves as a major commercial destination. It can include recommendations related to elements such as land use, transportation infrastructure, business creation or uses that generate tax revenue, economic development, placemaking, safety measures, and community engagement. The goal is to create a shared vision for the area, guiding future development and investments in a way that supports both the community as well as the broader goals of the region.

Typically, corridor plans are developed along major transportation routes, like highways or transit lines, or commercial areas with businesses and industries.

The Maywood Roosevelt Road Corridor Plan will also address key topics related to safety, transportation, and economic development.

Who is developing the Maywood Roosevelt Road Corridor Plan?

The Village of Maywood is partnering with the Chicago Metropolitan Agency for Planning (CMAP) and the Regional Transportation Authority (RTA) to develop the Maywood Roosevelt Road Corridor Plan. A steering committee of local residents and stakeholders will guide plan development as well.

Ideas and feedback from all Maywood residents, stakeholders, and corridor users are critical in developing the plan.

    Who is CMAP?

CMAP is a regional planning government agency that works on behalf of the 7 counties, 284 municipalities, and 8.6 million residents of northeastern Illinois.

CMAP is the state-authorized regional planning agency and federally designated metropolitan planning organization (MPO). State law gives CMAP the responsibility to address development and transportation challenges in northeastern Illinois through streamlined, consolidatedregional planning and integrated plans for land use and transportation.

CMAP and its partners developed and are now implementing ON TO 2050, a long-range plan to help northeastern Illinois implement strategies that address transportation, housing, economic development, open space, the environment, and other quality-of-life issues.

    Who is the RTA?

The RTA is a government agency created by the State of Illinois to coordinate the Chicago region’s transit system, oversee its financing with transparency and accountability, and plan for a future with adequate, accessible, and equitable public transportation for the six counties of northeastern Illinois.

The RTA and its partners are also currently implementing its strategic plan, Transit is the Answer. The plan’s vision is a safe, reliable, accessible public transportation that connects people to opportunity, advances equity, and combats climate change.

How are CMAP and the RTA involved with this project?

CMAP and the RTA help local governments build capacity and plan for their communities through the RTA’s Community Planning program and CMAP’s Technical Assistance programwhich provide funding and assistance to municipalities to conduct planning studies and achieve local planning goals.

The RTA Community Planning and CMAP Technical Assistance programs assist communities with planning and implementation, provide interagency expertise that can strengthen capacity and help them better leverage the region's transit network.

In 2024, the Village of Maywood submitted an application to these programs seeking assistance from CMAP and the RTA to develop a corridor plan for Roosevelt Road. The project was initiated in May 2025, and CMAP and RTA staff will continue to assist the Village of Maywood to develop a corridor plan for Roosevelt Road.

Why does Maywood need a corridor plan for Roosevelt Road?

Roosevelt Road is a vital corridor in Maywood with great potential—not only for the village itself, but also for neighboring communities that stand to benefit from coordinated revitalization. This project is an opportunity to transform it into a safer, more accessible, and vibrant space that better serves the community’s needs.
