The Comprehensive Climate Action Plan for Greater Chicagoidentifies key actions needed to reduce greenhouse gas emissions from all major sources and align the greater Chicago region with national net-zero emissions goals by 2050. This is a national goal to avoid the worst impacts of climate change.

This plan covers 13 counties and 3 states in Greater Chicago. It builds on previous climate action plans from across the region, creating a coordinated strategy to equitably reduce emissions and address climate impacts in low-income and disadvantaged communities.

The Chicago Metropolitan Agency for Planning (CMAP), the Metropolitan Mayors Caucus, and the Northwestern Indiana Regional Planning Commission (NIRPC) worked together to create this plan with support from the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grants program.


Outreach and engagement

Achieving net-zero greenhouse gas emissions will require action across all sectors of the economy. Developing a plan to coordinate this work similarly requires collaboration among policy makers, implementers, community leaders, and other stakeholders.

The project team convened five distinct groups to guide and inform the development of the plan:

  • Steering committee
  • Community working group
  • Buildings working group
  • Industry working group
  • Transportation working group
