The Congestion Management Process (CMP) a systematic and regionally-accepted approach for managing congestion that provides accurate, up-to-date information on transportation system performance and assesses alternative strategies for congestion management that meet the state, regional, and local needs.
As the Metropolitan Planning Organization (MPO) for northeastern Illinois, the Chicago Metropolitan Agency for Planning (CMAP) is responsible for maintaining a CMP as part of the metropolitan transportation planning process. The process to update the CMP will be guided by a Resource Group made up of federal and state regulatory agencies, county transportation agencies, transit providers, non-governmental organizations and subject-matter experts.
The Resource Group will provide input into each of the key components of the CMP. These components include: identifying objectives and performance measures; developing the process for analyzing congestion, and; identifying strategies and recommendations for implementation. Project deliverables will include a guidebook and corridor study template, which will be focused on strategy implementation, prioritizing strategies that align with and support other regional policy goals.
