With help from CMAP's Local Technical Assistance (LTA) program, Oswego and local stakeholders have embarked on a community-based process to update and modernize Oswego’s Zoning and Subdivision Ordinances to create a Unified Development Ordinance (UDO). The planning process aligns Oswego's development regulations, land-use practices, and community vision with its adopted Comprehensive Plan. Topics to be addressed through this UDO project include zoning district updates, uses, subdivision standards, zoning applications (special uses, variances, amendments, etc.), parking, landscaping, and definitions.

To implement the vision that was developed in the 2015 Comprehensive Plan, the Village of Oswego is working with the Chicago Metropolitan Agency for Planning (CMAP) to update its zoning and subdivision regulations. These regulations control how land is developed, including the use of buildings, parking, landscaping, and signs. This brief survey will help us understand what types of development you’d like to see in the years to come!

Project Timeline
Phase 1: Review existing conditions
Oswego Unified Development Ordinance has finished this stage
The first phase features a detailed review of existing conditions built on information from the comprehensive planning process.
Phase 2: Assess existing regulations and public comment
Oswego Unified Development Ordinance has finished this stage
Phase two focuses on creating and vetting initial recommendations based on findings from an existing conditions analysis, stakeholder interviews, and virtual public workshops.
Phase 3: Draft the ordinance
Oswego Unified Development Ordinance has finished this stage
The third phase involves the creation of the UDO, which integrates content from the Zoning and Subdivision Ordinances into one user-friendly document.
Phase 4: Public review and adoption
Oswego Unified Development Ordinance is currently at this stage
During the fourth and final phase, the UDO document will be presented for public review and the Oswego Village Board’s approval.
