A CIP lists, prioritizes, and schedules all capital projects and needs over a five- or 10-year period. A CIP is a tool that helps a municipality look forward to future needs and projects and determine timing, financing needs, and, in some cases, locations these projects should occur. This helps the municipality plan and prepare for future growth and community needs.

The Village of Lansing is working with the Chicago Metropolitan Agency for Planning (CMAP) and a consultant to create a Capital Improvement Plan (CIP) for the first time. As part of the capital improvement plan the Village of Lansing has worked with CMAP to ask residents about capital needs. Over 1,600 responses were collected providing key insights into capital needs and priorities. A steering committee of residents, village staff, and leadership developed proposals informed by resident input gathered throughout the fall and winter. It is now time for residents to vote on which proposal you would most like to see done!

The proposals

	Sidewalk trip hazard repair program The Village proposes to enhance safety and accessibility by conducting a comprehensive assessment of its sidewalk network, pinpointing and rectifying trip hazards. This plan will be ongoing.
	Portable speed radar signs The Village proposes to increase travel safety by investing in portable radar signs. The Lansing Police Department will have the ability to move these signs to problem locations to encourage drivers to reduce their speed.
	New sidewalk/ complete sidewalk network Not every street in Lansing has sidewalks; even where sidewalks exist, segments may be missing. The Village proposes to take an inventory of sidewalks to identify areas where the sidewalk network needs to be completed and take action to connect them to increase pedestrian safety. This is a multi-year plan.
	Hire an arborist to maintain tree health and oversee new tree plantings The Village proposes to hire an arborist to assess and improve its urban forest. This individual will inventory parkway trees, make recommendations for maintenance, identify areas to plant, and oversee new plantings.
	Safe Routes to School program The Village proposes to increase safe routes to school by identifying and correcting hazards that students and parents may face as they walk or bike to school. Our solutions may involve relocating sidewalks situated too close to roads and ditches, installing new walkways, adding stoplights, and addressing other safety concerns.

Lansing is using support from CMAP's Technical Assistance program to prioritize projects, identify funding strategies, and participate in training workshops to develop skills and build the village's knowledge of the best practices for creating and implementing a CIP.
