Reimagine River Grove
The Village of River Grove has partnered with the Chicago Metropolitan Agency for Planning (CMAP) to create Reimagine River Grove, its first comprehensive plan and establish a vision and land use strategy for the village. The plan will help residents and elected and appointed officials guide future actions, decisions, and development in the community. The Reimagine River Grove Comprehensive Plan will strengthen River Grove's vitality and create a more livable, walkable, and resilient community for years to come.
To ensure the wants of residents are included in this vision, community engagement will be a central part of this plan. We want to hear from you! Please use the tabs below to share your thoughts and ideas for the community.

It can be very challenging to bike around River Grove. While the sidewalk network is good, there are few bike amenities. Local roads don't provide much of an option as you regularly have to cross major IDOT roads at unsafe intersections. There is only one way to cross the river and it's an arterial.

Just like the ones in South bend, and improved library, renovation of the elementary school, more commercial business.

It seems that many of you are more interested in the expansion of our Recreation Department than the expansion of our library. It is possible to have it both ways but a completely different referendum would have to be introduced. 1st let’s look at our tax bills. The Village of River Grove and the River Grove Library are two different taxing bodies. The village cannot tell the library board how to tax and how to spend. 2nd let’s look at why there are separate taxing bodies. The large number of local governments (taxing bodies) is a legacy of Illinois’ 1870 constitution, which was in effect until 1970. The constitution limited the amount that counties and cities could borrow, an effort to control spending. So when a library needed building, a new authority of government would be created to get around the borrowing restrictions and to raise more money. After 1970 Illinois’ new constitution took the spending ceiling off the cities with home rule therefore the additional taxing bodies were in reality no longer necessary. However to dissolve one of Illinois’ governing bodies state law stipulates that three-quarters of voters must vote to approve. So going back to where I started, would you the voters like to see a referendum to dissolve the River Grove Library District? This would then allow the Village to sell all the properties that the Library District own and use taxpayer money to expand both the library and the Recreation Department.

There are a lot of dog owners in RG and so many want and would love a dog park. It would be great for the dogs to run, play & socialize and nice for some dog owners to be able to chat with and get to know more of the ppl in the neighborhood.
